Abstract

Argues that technological development can be understood as processes where actors try to shape a technological system. Illustrates the process whith the example of the Swedish LIBRIS, an information network for research libraries. The shaping of LIBRIS can be understood from the viewpoint of the different actors, who operated on a professional, organizational, or individual level. The original committee had in mind a totally integrated library system in which all research libraries were to form one computerised network. Starting with the union catalogue, remaining routines were to follow later. The plan worked well in the design phase, 1970-73, but met with difficulties during its implementation, 1974-79. The project was salvaged by relinquishing all routines except the union catalogue. The plan was cast in such general terms that the actors could accomodate their own agenda for it. Their different aspiration led to conflicts which contributed towards its shaping and final closure when the union catalogue was agreed upon
