Abstract

Auf Initiative des Beirates des Hochschulbibliothekszentrums in Köln (HBZ) und der Arbeitsgemeinschaft der Universitätsbibliotheken Nordrhein-Westfalens wurde im September des vergangenen Jahres eine Arbeitsgruppe gebildet, deren Auftrag es ist, die Machbarkeitsstudie Der Deutschen Bibliothek unter der besonderen Perspektive des HBZ-Verbundes und seiner Bibliotheken zu begleiten: Die praktischen Konsequenzen eines Umstiegs von RAK auf AACR2 und von MAB2 auf MARC21 für die Benutzer sowie der Arbeitsaufwand in den Verbundbibliotheken und im HBZ-Verbundsystem sollten auch im Hinblick auf die durch den Umstieg erwartete Steigerung der Fremdleistungsnutzungsquote untersucht werden. Außerdem sollte ermittelt werden, welche Kosten durch eine Migration für das HBZ-Verbundsystem und die Verbundbibliotheken voraussichtlich entstehen würden. Um auch unabhängig von dem annähernd zeitgleich verteilten Fragebogen Der Deutschen Bibliothek und auf einer unserer Fragestellung angepassten Grundlage zu verwertbaren Ergebnissen zu kommen, hat die Arbeitsgruppe des Beirates des HBZ einen eigenen Fragebogen entwickelt, der von den Verbundteilnehmern - den Universitätsbibliotheken, Bibliotheken der Fachhochschulen und Bibliotheken anderer Einrichtungen (LLB Detmold, RhLB Koblenz, Bibliothek des Ruhrgebiets, Stadtbibliothek Trier)' - beantwortet wurde.' Die Ergebnisse der Befragung werden im Folgenden kurz vorgestellt, weil sie nach unserer Ansicht auch für andere Bibliotheken und Verbünde interessant sind. Wir beschränken uns dabei auf die für sich sprechenden Fakten. Die in den letzten beiden Jahren in aller Intensität auf Bibliothekartagen, in der Fachpresse und Mailinglisten geführte Diskussion um das Für und Wider eines Umstiegs soll hier nicht wieder belebt werden. Angesichts der Tatsache, dass sich Die Deutsche Bibliothek von ihrem ursprünglichen Ziel zu verabschieden scheint, ist dies zurzeit auch nicht unbedingt erforderlich. Der im Förderungsbereich "Modernisierung und Rationalisierung in wissenschaftlichen Bibliotheken" der Deutschen Forschungsgemeinschaft eingereichte Antrag "Umstieg auf internationale Formate und Regelwerke" geht von der Hypothese aus, dass durch die Migration nach MARC21/AACR2 die Übernahme von Fremddaten in deutschen Bibliotheken wesentlich vereinfacht und damit auch kostengünstiger gestaltet würde. Der durch die Migration in Aussicht gestellte Rationalisierungsgewinn in den einzelnen Bibliotheken muss - wenn er sich in Personal- und Mitteleinsparungen niederschlagen soll - jedoch so groß sein, dass dadurch auch der personelle und finanzielle Aufwand für die Migration kompensiert wird. Dementsprechend konzentrierte sich die NRW-Umfrage auf die Punkte: Art und Umfang der gegenwärtigen Fremddatennutzung, Umfang des im Falle eines Umstiegs erforderlichen Schulungsaufwandes für die katalogisierenden Mitarbeiterinnen und Mitarbeiter sowie lokale Kosten für die Umstellung der Bibliothekssoftware.
