"»Nichts auf der Welt ist so mächtig wie eine Idee, deren Zeit gekommen ist.« Zur Zeit Victor Hugos, von dem dieses Zitat stammt, war die Idee der Public Library schon geboren und in den USA eine Selbstverständlichkeit. Große Bibliotheksbauten wie die New York Public Library künden von dem Prestigecharakter einer Universalbibliothek für alle Bevölkerungsschichten. In Deutschland ist man von einem solchen Bibliothekstyp allerdings noch weit entfernt. Zwar besteht schon 1901 mit der Gründung der Berliner Stadtbibliothek (BStB) als Berliner Zentralbibliothek - ohne die damals übliche Spartentrennung zwischen wissenschaftlich und öffentlich - die Chance, der Public Library in Deutschland ein Gesicht zu geben. Dieser Versuch wird jedoch nur halbherzig verwirklicht und nicht in einem eigenen Bibliotheksbau zementiert. Die Stadtbibliothek muss sich mit einer notdürftigen Unterkunft der Bestände, die später dann ins Marstallgebäude in Berlin-Mitte verlegt wurden, begnügen. Zudem führen finanzielle Notlagen während der Zwanzigerjahre zur Aufgabe der populären und schöngeistigen Literatur, sodass die BStB eine eher wissenschaftliche Ausrichtung erfährt. Erst 1950 ist die Zeit für die Verwirklichung einer großen Public Library in Berlin gekommen. Sämtliche großen Bibliotheken (Bibliothek der Humboldt-Universität, Staatsbibliothek und die Berliner Stadtbibliothek) befinden sich im Ostteil der Stadt. Dem damaligen Oberbürgermeister ErnstReuterist der Notstand der Versorgung mit »geistiger Nahrung« im Westteil der Stadt sehr bewusst, ja er ist von der Bedeutung leistungsstarker Bibliotheken für einen kulturellen Aufschwung überzeugt und stellte ihre Bedeutung noch vor die der künstlerischen Entfaltung. Als aus dem »Fonds zur Förderung gemeinsamer Ziele der Vereinigten Staaten und der Bundesrepublik Deutschland« (Marshall-Plan) eine größere Summe zur »Gründung eines kulturellen Zentrums« als Ausdruck der Anerkennung der ame-rikanischen Bevölkerung für die Haltung der Westberliner während der Blockade 1948/49 avisiert wird, zögert Reuter nicht, sich voll und ganz hinter die Idee einer großen Bibliothek in Form einer Public Library zu stellen und eine Mehrheit für deren Gründung zu gewinnen. Größter Konkurrent im Ringen um die Spendenmittel ist der Neubau einer Konzerthalle für das Philharmonische Orchester' (der 1963 mit der Eröffnung der Philharmonie verwirklicht werden kann). ..."
