Abstract

Als Archivbibliotheken der deutschen Bundesländer haben die regionalen Pflichtexemplarbibliotheken den Auftrag, die in ihrem jeweiligen Sammelgebiet erschienenen Veröffentlichungen auf der Grundlage von Pflichtexemplargesetzen zu sammeln, zu erschließen, für die Benutzung zur Verfügung zu stellen und dauerhaft zu bewahren. Neue Herausforderungen ergeben sich durch die wachsende Zahl und Bedeutung von Netzpublikationen, die künftig ebenfalls in den Sammelauftrag mit einbezogen werden müssen. Seit 2002 beschäftigt sich deshalb die Arbeitsgemeinschaft der Regionalbibliotheken in der Sektion 4 des Deutschen Bibliotheksverbands (AGRB) intensiv mit dem Thema Netzpublikationen. In einer Arbeitsgruppe wurde ein Musterentwurf für ein novelliertes Pflichtexemplargesetz auf Länderebene erarbeitet, der im Herbst 2003 in den politischen Prozess eingebracht wurde. Neben der rechtlichen Grundlage für das Sammeln von Netzpublikationen sind weitere Fragen zu klären. So werden beispielsweise technische und organisatorische Aspekte seit einiger Zeit in zwei Pilotprojekten in Rheinland-Pfalz und BadenWürttemberg praktisch erprobt. In einer gemeinsamen Arbeitsgruppe mit Der Deutschen Bibliothek wurde ein Modell für den Austausch von Metadaten und archivierten Objekten als Grundlage für entsprechende Kooperationen erarbeitet. Von besonderer Bedeutung ist die Frage, welche Arten von Netzpublikationen überhaupt gesammelt werden sollen. Mit diesem Thema hat sich eine Arbeitsgruppe der AGRB befasst, deren Ergebnisse im Folgenden vorgestellt werden
