Abstract

Seit mehr als zehn Jahren betreibt FIZ Karlsruhe den Volltextvermittlungsdienst FIZ AutoDoc (http://autodoc.fiz-karlsruhe.de). In Zusammenarbeit mit wissenschaftlichen Bibliotheken und Verlagen im In- und Ausland können Zeitschriftenartikel, Forschungsberichte, Patentschriften und andere Publikationen beschafft werden. Die Lieferung erfolgt auf Kundenwunsch in elektronischer Form, per Telefax oder als gedruckte Kopie auf dem Postweg. Dabei ist sichergestellt, dass alle Dokumentlieferanten das Urheberrecht ihres Landes berücksichtigen und die Verlage die ihnen gesetzlich zustehenden Copyright-Gebühren erhalten.

"Wegen Änderungen im deutschen Urheberrecht, die seit dem 1. Januar 2008 wirksam sind, dürfen deutsche Dokumentlieferanten, das sind in erster Linie die großen wissenschaftlichen Bibliotheken, Volltext-Dokumente nur dann elektronisch als PDF liefern, wenn kein offensichtliches elektronisches Verlagsangebot mit angemessenen Preisen existiert. Der Versand per Telefax und der Versand gedruckter Kopien auf dem Postweg sind von der neuen Regelung nicht betroffen. Die ersten Wochen nachdem das neue Gesetz in Kraft getreten ist, haben gezeigt, dass FIZ Karlsruhes Volltextvermittlungsdienst FIZ AutoDoc auch mit der neuen Regelung sein vollständiges Lieferspektrum aufrechterhalten kann. Da die internationalen FIZ AutoDocPartner von den Änderungen des deutschen Urheberrechts nicht betroffen sind, übernehmen sie auf Wunsch auch für deutsche Kunden die Lieferung von DRM-geschützten elektronischen Dokumenten. »Unsere Kunden kommen zum großen Teil aus der Industrie und erwarten Liefermöglichkeiten der von ihnen benötigten Artikel in jeder Form«, erklärt Wendelin Detemple, Leiter FIZ Produkte und Dienstleistungen. »Gerade in der jetzigen Situation hat sich unsere Strategie, neben deutschen auch mehrere große internationale Lieferanten, wie zum Beispiel die British Library, das französische Institut &Information Scientifique et Technique oder das Canada Institute for Scientific and Technical Information als Partner in FIZ AutoDoc einzubinden, hervorragend bewährt. Wir gehen davon aus, dass unsere deutschen Lieferanten im Laufe der nächsten Monate durch entsprechende Abkommen mit den Verlagen wieder DRM-geschützte Dokumente elektronisch liefern werden.«"
