Abstract

During the economic turmaoil that currently exists within the former Soviet Union, scientists are finding their access to information restricted by the limited financial resources at their disposal. This situation is not in the best long term interest of the continued growth of democracy in this region and will not enable the country to tackle the many problems ignored by the former communist regime
